Are non-compete clauses enforceable?

Only so far as they go no further than is reasonably necessary to protect a legitimate business interest. Many are drafted too widely and would not survive a challenge — but that has to be tested, not assumed.

My new employer has offered me a job. Am I at risk?

Possibly, and your new employer may be too. Take advice before you accept, not after you have started.

What is confidential information?
